HESOP - Municipal Stream

The Municipal Stream of HESOP is for new-build waterpower projects larger than 500 kilowatts (kW) that were the subject of an application to the OPA’s Feed-in Tariff Program submitted before June 5, 2010. 

  • up to 10 MW for projects > 500 kW and < 5 MW
  • up to 50 MW for projects ≥ 5 MW

November 4, 2015 – Independent Evaluation Monitor’s Report for HESOP Municipal Stream

In 2014, the OPA engaged Navigant Consulting Ltd. through a competitive procurement process to act as an Independent Evaluation Monitor (IEM) and to provide a written opinion on the integrity of the HESOP application review and contract offer processes. Navigant’s report found that the OPA carried out a transparent and uniform application review process and highlighted the following findings:  

  • The OPA provided a variety of information resources on its website to support applicants in submitting electronic and hard copy application material.
  • The OPA’s review of applications was conducted and tracked in a structured way where each criterion within an evaluation stage was generally completed at the same time.
  • The OPA structured its evaluation process appropriately to reflect the fact that HESOP applications were in effect competing for available capacity and competitive pricing.
  • The OPA’s evaluation criteria employed throughout the four evaluation stages were consistent with the HESOP Municipal Stream Program Rules.
  • The OPA provided early training, guidance documents and on-going support to the evaluation team to ensure consistency across all of the application review team. The OPA also conducted thorough and independent quality control testing to ensure all applications were assessed accurately.
  • Navigant developed an independent ranking of complete and eligible applications and found it to be consistent with the OPA’s.
  • The OPA adhered to the communications process described in the HESOP Municipal Stream program rules.

March 7, 2014 – HESOP contracts offered

Ontario’s clean energy economy continues to grow as the Ontario Power Authority (OPA) offered three Hydro Electric Standard Offer Program (HESOP) Municipal Stream renewable energy contracts. These contracts represent 35.25 megawatts (MW) of power.
All three projects have 100 percent municipal participation.

These contracts are being offered to successful applicants who applied during the HESOP Municipal Stream application period from November 4, 2013, to December 6, 2013. The OPA accepted HESOP Municipal Stream Applications for new-build waterpower projects larger than 500 kilowatts (kW) that were the subject of an application to the OPA’s Feed-in Tariff Program submitted before June 5, 2010.

November 15, 2013  Link to Ministry of Natural Resources (MNR) application process for access to Crown lands

Projects that are located in whole or in part on provincial Crown lands and that have not been awarded Applicant of Record Status or Access Rights, must submit a Crown Land Site Report to the MNR.  The applicable documents relating to the Municipal Stream of HESOP can be found on MNR’s website by clicking here.

November 14, 2013   Amendments to program documents

The Program Rules has been amended to require all Applicants to complete a Municipal Participation Project Declaration in the Prescribed Form as part of the Application.  Please ensure that you are using the latest version of the Prescribed Form, which can be downloaded from the list below or by clicking here.

The amended Program Rules that are now posted supercede and replace the October 30th Program Rules.

Section 3 of the Application Form has been amended to include additional questions regarding the connection of the Project.  Please ensure that you have downloaded the latest version of the Application Form. 

November 4, 2013 –  Now accepting Applications 

The OPA is now accepting HESOP Municipal Stream Applications for new-build waterpower projects larger than 500 kilowatts (kW) that were the subject of an application to the OPA’s Feed-in Tariff Program submitted before June 5, 2010. The Application Form is available for download.  

Applications will be accepted until December 6, 2013.   Applicants are required to submit hard-copy application materials and payment to the OPA’s offices within five business days of submitting an electronic application.

Please note that the Final HESOP Rules, Contract and other program documents were posted on October 30, 2013.  Before submitting your application, please carefully review these final versions of the program documents.

October 30, 2013 –  Release of final program documents including Q&As

We thank all stakeholders who provided feedback on the HESOP Municipal Stream.  We have revised the HESOP Municipal Stream Program Rules, Contract and Standard Definitions where appropriate based on comments received.  A summary of questions and OPA responses can be found here.

Blackline versions to the September 30, 2013, draft Program Rules, draft Contract and draft Standard Definitions are also available for download above. The draft Application Form is available at this time. When the Application Period opens, the official Application Form will be posted. The Application Period for this stream is expected to open on November 4, 2013, and close on December 6, 2013.  Please check back for updates.

September 30, 2013 – Release of draft program documents

Draft program rules, contract and standard definitions for the Municipal Stream of the HESOP are now available for comment.  If you wish to provide any feedback or comments on the draft documents, please submit them in writing to HESOP@ieso.ca.  Feedback will be accepted until October 11, 2013.
