The New Conservation First Framework
The Ontario Power Authority (OPA), in response to a direction from the Minister of Energy, is implementing a new six year conservation framework.  The Conservation First Framework is designed to reduce electricity consumption by 7 terawatt-hours (TWh) or seven billion kilowatt-hours (kWh) by December 31, 2020. The Conservation First Framework will enable Local Distribution Companies (LDCs) to submit their Conservation and Demand Management (CDM) Plans between November 2014 and May 2015.  Most of the currently available province-wide saveONenergy programs will continue to be available throughout 2015 to allow for a seamless transition to the new framework.

The Conservation First Framework will provide LDCs with long term, stable funding for CDM programs. It will give LDCs greater flexibility and autonomy to design and deliver conservation programs that meet local needs. The new framework will also strengthen regional collaboration and cooperation with natural gas utilities, and enhance accountability on the part of the OPA and LDCs to deliver cost-effective conservation programs.

The implementation of the Conservation First Framework will provide a streamlined approach for LDCs to design province-wide and local saveONenergy programs for customers; an energy efficiency target based on achievable potential in the LDC service territory; and the flexibility to allocate a six year budget as they see fit for cost-effective delivery of programs.

To facilitate a streamlined and transparent implementation of the framework, the OPA, LDCs, natural gas utilities and the Electrical Distributors Association (EDA), set up a Conservation First Advisory Working Group (CFAWG). CFAWG’s goal is to ensure the Conservation First Framework provides value for customers and the electricity system, while meeting the requirements of the Minister’s direction and the needs of LDCs and natural gas distributors.

In addition, the OPA continues to reach out to stakeholders to provide information on the implementation of the new framework.

Final Version 1.0 LDC Tool Kit
The OPA is assisting LDCs in the development of their six year CDM plans. On July 31, 2014, the OPA launched an on-line draft Tool Kit to provide LDCs with the information and planning resources needed to design an effective CDM plan to serve their customers. The Tool Kit is a collaborative effort between the OPA, the Conservation First Advisory Working Group (CFAWG) – including the EDA and gas utilities – and all LDCs and stakeholders who took the time to provide input to the Tool Kit.

The Final Version 1.0 Tool Kit dated October 31, 2014 incorporates the feedback received from LDCs and other stakeholders on the draft Tool Kit and provides final versions of documents including the executable version of the Energy Conservation Agreement.

The Tool Kit is divided into three main categories: 1) Energy Conservation Agreement; 2) Rules, Reference Standards, Targets and Budgets; and 3) Guidelines and Tools. The links in the boxes below will take you to a set of documents within each category.
